Architectural Salvage Program for Rancho Los Amigos South Campus Project

Los Angeles County Public Works is conducting an architectural salvage program for structural fixtures from the Rancho Los Amigos South Campus prior to demolition of several buildings. Early 20th-century structures built for the Los Angeles County Poor Farm complex have been abandoned since the late 1980s. The Los Angeles County Board of Supervisors approved substantial clearance of the site to be developed for new County facilities. Several viable historical structures will be preserved.

Public Notice

NOTICE IS HEREBY GIVEN on September 22, 2021, that in fulfillment of Mitigation Measure CUL-1c set forth in the Final Environmental Impact Report for the Rancho Los Amigos South Campus Project (State Clearinghouse Number 2017081017, Notice of Completion dated June 11, 2020), Los Angeles County Public Works is conducting an architectural salvage program for the project prior to the demolition of several buildings on the site (APN 6245-016-934) at Dahlia Avenue and Consuelo Streets, Downey, California.

The Rancho Los Amigos South Campus was identified as a significant historic district eligible for listing in the National Register of Historic Places for its association with the evolution of the County welfare and health care systems. The program includes salvage of select architectural materials within the historic district to be donated to qualified recipients. The district contains buildings primarily constructed between 1907 and 1932 that exhibit vernacular Craftsman and Revival-style architecture.

The County commissioned an inventory of features for potential salvage (for example: windows, doors, skylights, decorative metal grilles, signage, lampposts, benches, fencing, and railings). The program does not include non-architectural equipment or artifacts related to former facility activities. All demolition will be conducted by a licensed demolition contractor. The property is secured and monitored by law enforcement and is not open to the public without prior authorization. Only applicants able to meet specific requirements will be considered for the program. Successful applicants will be required to sign and return a release of liability form and will be responsible for removing the salvaged materials from a designated storage site. Neither the County nor the site developer will assist with off-site material removal. The County reserves the right to restrict items from salvage and cannot guarantee requests for salvage.

If any of the items listed in the Inventory are of interest to your organization for salvage, an escorted site visit to inspect the items may be scheduled by request only.

Do not trespass on the site. Items for salvage must be specifically requested in writing following instructions provided by the County. Requests will be considered on a first-come, first-served basis. The County cannot guarantee requests for salvage. Not all architectural features or materials listed in the Inventory may be feasible for salvage, pending assessment by a licensed demolition contractor.

If you or your organization wish to participate in the program, please send a request via email for a digital copy of the Inventory to: RLASC-Salvage@pw.lacounty.gov. Include your contact information including name, phone number, and email address; failure to do so will result in no response. General inquiries will also result in no response. Specific salvage requests in writing following the County’s instructions are due by October 22, 2021.
