The Maryland Historical Trust is the state agency dedicated to preserving and interpreting the legacy of Maryland’s past. Through research, conservation and education, the Maryland Historical Trust assists the people of Maryland in understanding their historical and cultural heritage. Part of the Maryland Department of Planning, the Maryland Historical Trust serves as Maryland’s State Historic Preservation Office (SHPO) pursuant to the National Historic Preservation Act of 1966.

The main purposes of the position are to manage the Maryland Historical Trust’s (MHT’s) Historic Preservation Capital Grant and Capital Loan Programs; to directly administer grants and loans, and provide technical assistance to funding recipients, under the Capital Grant Program, Capital Loan Program, and the African American Heritage Preservation Program (AAHPP); and to provide technical assistance and information to the public and to local and state agencies for these programs. The position directly supports the Agency mission to enhance Maryland’s historic sites and traditions and preserve Maryland’s heritage resources.

Administering brick-and-mortar rehabilitation projects. Assist with MHT Capital Grant and Loan funding and African American Heritage Preservation Program funding. Reviewing plans and specifications in coordination with MHT Easement Program and MHT Review & Compliance. Assisting grantees with RFP/competitive procurement process. Reviewing and authorizing requests for payment. Ensuring project compliance with program policies.

Conducting on-site meetings prior to, during, and upon the completion of all grant and loan assisted rehabilitation projects to provide administrative and technical assistance and to verify compliance of projects in advance of grant payments. 

Promoting the MHT Capital Grant and Loan Programs to the public and responding to all general inquiries about the program. Developing and maintaining applications and guidelines. Leading and organizing workshops for potential applicants. 

Providing technical assistance, including site visits, for potential applicants regarding preservation best practices, organizational requirements, and site control issues. Evaluating applications and coordinating review and ranking process. Preparing annual reports. Providing the general public with technical assistance and program assistance. Participating in outreach activities through MHT and other preservation organizations. Making presentations to professional organizations or conferences as requested.

MINIMUN QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Four years of administrative staff or professional work.
Notes:
1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.
2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university for the required experience.
3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.

PREFERED QUALIFICATIONS

  • Work experience in historic preservation or a closely related field.
  • Experience applying the Secretary of the Interior’s Standards to the review of project drawings and specifications.
  • Coursework, field training, or experience in evaluating or specifying traditional building methods and conservation techniques.


SALARY: $57,095.00 - $91,742.00/year
