Job Summary
The Minnesota State Historic Preservation Office's mission is to encourage best preservation practices so that all people can share in the enduring environmental, social, and economic benefits of Minnesota's cultural heritage. The team draws on cooperative approaches and expertise to help individuals and communities at all levels of planning, development, and government to achieve their historic preservation goals and responsibilities under law.
With the State Historic Preservation Office (SHPO), we are seeking an Environmental Review Program Manager to manage all aspects of the Environmental Review Program (Program). In this position, you will provide vision, strategic direction, and subject matter expertise by leading, administering, and enforcing the Program in accordance with federal and state historic preservation laws aimed at identifying and protecting our state's invaluable historic resources. Responsibilities include, but are not limited to:
- Maintaining and fostering effective and collaborative working relationships with Tribal governments, federal, state, and local government agencies, and their representatives by assisting agencies with fulfilling their responsibilities under Section 106 of the 1966 National Historic Preservation Act and Minnesota State historic preservation laws.
- Directing and managing the Program and team members to ensure consistency in the rigor, fairness, honesty, and professionalism of Program responsibilities and delivery.
- Representing the State Historic Preservation Officer to effectively facilitate reviews of large and complex federal undertakings, including Memorandums of Agreement to mitigate adverse impacts on historic properties and Programmatic Agreements that guide an agency's approach to preserving historic places.
- Consulting with and facilitating reviews of project proposals submitted by State agencies, State departments, the Board of Regents of the University of Minnesota, and political subdivisions of the State, pursuant to the roles and responsibilities to ensure compliance with the State's historic preservation laws.
- Spearheading projects, developing, and implementing innovative work processes and systems.
To promote a culture of flexibility, we offer staff a hybrid work environment that varies by team, position, and business needs. With a telework arrangement, onsite attendance may be required for team meetings or as requested by management to meet business needs. At a minimum, six (6) onsite days per month will be required, with one (1) or two (2) days each week. Completion of a telework agreement will be required. In addition, this position also requires a willingness to travel (up to 5%) and ability to work evenings and occasional weekends.
Minimum Qualifications
- Bachelor's degree in history, historic preservation, urban and regional planning, geography, law, or related field with specialized coursework in historic preservation, cultural resource management, land use development, or environmental protection.
- Minimum five (5) years of experience with relevant federal preservation statutes, guidelines, procedures, as well as cultural resource management principles.
- Working knowledge of administering federal historic preservation laws and regulations pertaining to the review and compliance program (Section 106); as well as the roles, rights, and responsibilities of the federal, tribal, state, and local governments, private landowners, and/or private preservation and historical organizations.
- Experience supervising employees and managing teams.
- Highly developed interpersonal and communication skills (both oral and written) to negotiate, mediate, and collaborate with a wide variety of stakeholders and the public.
- Proficiency with Microsoft Office Suite (such as Word, Access, Excel, Outlook, and Teams), Adobe Acrobat, or similar software.
Preferred Qualifications
- Advanced degree in history, historic preservation, urban and regional planning, law, or related field with specialized coursework in historic preservation, land use development, or environmental protection.
- Working knowledge of Minnesota state historic preservation laws, administrative rules, and the larger state environmental review process.
- Demonstrated experience with drafting and commenting on Section 106 agreements.
- Specialized training in Section 106.
- Experience coordinating with Tribal Nations in environmental review.
- Demonstrated ability to maintain and use data management applications, including data organization, research, and data analysis.
- Experience developing and implementing process improvement and/or optimization initiatives.
Physical Requirements
Applicants must be able to physically visit project and historic sites which may be active construction sites or have uneven surfaces and temporary stairs. This position may also entail sitting or standing for extended periods of time. Repetitive movements will be required to perform word and data processing for extended periods of time. Working conditions in an office environment will primarily be under controlled temperatures.
