Essential Functions
1. Under general direction of the Statewide Operation Division Manager performs professional architectural duties involving responsibility for execution of assignments of extensive scope and complexity concerning the planning, design, inspection and specification development related to historic rehabilitation, historic preservation and new construction projects for DNR Historic Sites.
- Reviews in-progress and complete architectural and engineering drawing, including details and explanatory notes for new and/or historic buildings and structures.
- Writes, reviews and/or directs the writing of all pertinent specifications.
- Makes estimates of project cost by computing costs of materials and labor.
- Develops narrative work scopes for submittal to the Capital Development Board (CDB).

2. Serves as project manager for capital projects at DNR Historical Sites.
- Travels throughout the state to historic properties and site locations.
- Assists in construction management by reviewing inspection reports, contractor invoices, change orders and other required project documentation.
- Develops budget scopes and estimates for future projects and advises on potential fund sources and project priority.
- Coordinates efforts in representing DNR’s interests.
- Makes recommendations for policy and procedures regarding capital projects.

3. Provides technical materials/correspondence to field sites for in-house improvement projects.
- Is a subject matter expert (SME) relating to the issues of historic preservation and in applying the Secretary of Interior Standards to historic properties.
- Assist in the selection, specification, and location of materials and building products for historic site projects.
- Analyzes plans and makes allowances for pertinent factors that could affect projects.

4. Develops design and/or feasibility reports which outline departmental positions on various subjects and projects, and presents reports to Division manager for review.
 
5. Represents the Agency as spokesperson regarding historic sites capital projects at public information meetings.
 
6. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications
1. Requires bachelor’s degree in architecture.
2. Requires two years of professional experience in historic architecture or one year of professional experience in architecture and two years of advanced study in historic architecture or historic preservation

Preferred Qualifications
1. Two (2) years of extensive knowledge of the Secretary of Interior Standards for historic rehabilitation and historic restoration projects.
2. Two (2) years of extensive knowledge of historic construction methods and materials, and appropriate restoration practice for the same.
3. Two (2) years of extensive knowledge of the principles and practices of architecture.
4. Two (2) years of extensive knowledge of current and historical building practices and materials used therein.
5. Two (2) years of extensive knowledge of state and local building codes and their relationship to local building regulations, and how they apply to historic structures.
6. Two (2) years in the ability to independently carry out activities as a project planner, designer and specification developer.
7. Two (2) years of the ability to apply architectural theories and learned construction skills to project plans, designs and standards to achieve maximum user benefits.
8. Two (2) years of the ability to construct, analyze and project costs of projects to includes analysis of relevant construction trends.
9. Two (2) years of the ability to communicate architectural themes effectively to affected parties without utilizing technical jargon.
10. Prefers an Illinois architectural license.

Office of Realty and Capital Planning
Statewide and Field Operations provide in-house evaluation, design and technical assistance for all Department facilities, such as dams, bridges, water and sewer systems, bikeways, canals, roads, boat access areas, lodges, concessions, campgrounds and day use areas. The Office undertakes special studies and investigations to define scopes of work, evaluates and proposes alternative solutions. Additionally, the Office works on Departmental future planning needs, ensures public health and safety codes are met at Department facilities, and provides technical expertise on emergency declarations, as defined by the Illinois Procurement Code. The Office formulates and executes the Department's capital construction program, coordinates projects with the Capital Development Board (CDB), coordinates the Park Road Program with the Department of Transportation (DOT) and provides design review and construction management on these projects; provides design and construction management of the waterfowl development and other Department programs, and manages the Department's heavy equipment construction and dredging programs.
