Preservation Planner, City of Franklin (Franklin, TN)

Under limited supervision, directs the City’s Historic Preservation program, which includes developing historic preservation plans and educational programs for the City, maintaining data on historic resources, advising the City on development proposals pertaining to historically significant resources, serving as liaison to the Historic Zoning Commission (HZC), the Design Review Committee (DRC), and the Civil War Historical Commission (CWHC) and its subcommittees, and managing preservation-related work assignments of other employees, as necessary.

Essential Job Duties 

A.  Plan Examinations
Serves as staff liaison to the HZC through the preparation of written reports and determination of recommendations for proposed alterations to properties within the Historic Preservation Overlay (HPO) in light of the Historic District Design Guidelines (Guidelines).
Reviews eligible proposals for administrative determination of approval or approval with conditions and issues COAs accordingly.
Reviews preliminary and final subdivision plats, site plans, development plans, and amendments to the long-range plan to ensure that historic resources are not adversely impacted.
Reviews HPO-related building and right-of-way permits for compliance with respective COAs and/or historic preservation-related zoning regulations.
Assigns plans examinations to the Assistant Preservation Planner for review; provides guidance and direction to the Assistant Preservation Planner, as needed.

B.  Administrative
Provides professional staff support and expertise to the HZC and its DRC by facilitating monthly and special-called meetings, managing agendas for public notification, making recommendations for COA applications, and maintaining bylaws.

Manages the City’s Certified Local Government program by coordinating with the Tennessee Historical Commission and ensuring all historic zoning-related state laws are respected.
Provides annual training sessions for HZC membership.
Develops, maintains, and updates the Guidelines.
Issues COAs as approved by the HZC to enumerate approved and/or non-approved work specifications for individual applications.
Organizes informal meetings with, answers inquiries from, and provides guidance to, the public and applicants regarding projects as related to the HPO, the Guidelines, and other historic preservation zoning regulations.
Researches and documents structures and properties of historical and/or architectural significance to maintain and update the Historic Resources Inventory.
Manages preservation-related work assignments of other employees, as necessary.
Coordinates on multidisciplinary projects related to historic districts and historic parkland designations in tandem with Engineering, Parks, Streets, and other City departments, as needed.
Assists with Zoning Ordinance text amendments as pertaining to historic preservation.
Prepares documentation and submits grant applications for historic preservation-related projects.
Provides guidance to other Planning & Sustainability employees on the implementation of historic preservation principles into long-range planning documents, as necessary.
Provides data to Information Technology Department for maintenance of GIS.
Responds to requests for technical assistance on a wide variety of preservation matters.

C.  Public Service
Educates the public and raises awareness about the history and importance of various sites to Franklin’s landscape and culture.
Develops, conducts, and/or coordinates implementation of various public outreach initiatives, including commemorative events, educational workshops, and public course trainings.
Helps the City and its residents conserve historical resources through a variety of means, such as recognition programs, conservation easements, conservation development guidelines and standards, and providing information on potential grant-funding opportunities and federal historic tax credit incentives.
Maintains City Historic Preservation Program website.

D.  Performs supervisory duties
Supervises, directs, and evaluates the Assistant Preservation Planner, handling employee concerns and problems, directing work, counseling, disciplining and completing employee performance evaluations.
Establishes goals for the Assistant Preservation Planner.
Trains the Assistant Preservation Planer.

Salary Range: $2613.43-$3690.04
