The State Highway Administration’s (SHA) Office of Planning and Preliminary Engineering (OPPE), Cultural Resources Section is recruiting for a Senior Cultural Resources Specialist (Environmental Analyst IV) in Baltimore City. This position is open to anyone who meets the minimum and selective qualifications listed below by the closing date. This is a position specific recruitment. The resulting list of eligible candidates will be used to fill this SHA vacancy or function only. You will need to reapply for any future recruitment conducted for this job classification.

Nature of work: The Senior Cultural Resources Specialist is responsible for identifying, evaluating, treating, and documenting historic properties; assessing project impacts and effects on cultural resources; recommending and developing means of minimizing and mitigating adverse effects; coordinating projects with appropriate agencies, and ensuring compliance with a variety of state and federal laws and regulations to complete required review processes and ensure project delivery. This position provides leadership within a team structure and serves as a subject matter expert in archaeology or architectural history and compliance with Section 106 of the National Historic Preservation Act. The Senior Cultural Resources Specialist is also responsible for providing technical assistance and training to Environmental Planning Division (EPLD) staff and managing consultant contracts.

MINIMUM QUALIFICATIONS:

Education:  Possession of a bachelor's degree from an accredited college or university in natural sciences, earth science, physical science, environmental science, chemistry, physics, biology, agronomy, forestry, horticultural or related sciences, geography, environmental planning, civil engineering, sociology, economics, planning, anthropology, architectural history or related fields such as ecology, landscape architecture, or environmental engineering.

Experience:  Six (6) years of experience in environmental analysis to include the development of plans, specifications, estimates, and design, OR six (6) years of experience in environmental management to include the development, implementation and monitoring of environmental compliance plans for air quality, storm water management, wastewater treatment, hazardous waste management, pollution prevention, solid waste management or multi-media operations.

Selective Qualification: Two (2) years of experience in professional archaeology or architectural history practice and compliance with Section 106 of the National Historic Preservation Act.

*A Selective Qualification is more focused in scope than the minimum qualifications for this classification. Selective Qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (i.e., knowledge, skill, or ability).   
 
Preferred Qualification: 

The ideal candidate should have the following:  


*A graduate degree in Anthropology, Archaeology, Historic Preservation, Architectural History and/or History or a closely related subject, or, if specializing in architectural history: a bachelor’s degree in architectural history plus necessary professional experience necessary to meet the Secretary of the Interior’s Professional Qualifications Standards as Architectural Historian (see FR 44738-9 or 36 CFR Part 6

*Knowledge of federal and state environmental statutes, laws, regulations, policy procedures, etc., especially those related to Section 106 compliance, transportation planning and cultural resources

*Knowledge of the principles, practices and methods of historic standing structures or archaeological identification, evaluation and mitigation

*Knowledge of techniques of standard research methodology including data collection, organization, analysis and result presentation
Knowledge of government organization and operations, with particular emphasis on transportation agencies
