The Senate Appropriations Committee released a draft of the Senate Interior Appropriations Bill Markup this week. The bill included a substantial $180.772 million for the Historic Preservation Fund, $35.772 million over FY21. This is significantly over the Fund's $150 million authorized level and would mark a record level of funding for the HPF. This is very exciting news for the preservation community! The bill included similar, much-needed increases for State and Tribal Historic Preservation Offices and Civil Rights preservation grants, as seen in the House Interior Appropriations bill and President's request. The bill also included new funding for congressionally directed preservation projects. The full breakdown is below:
- $57.675 million for State Historic Preservation Offices ($2 million over FY21)
- $24 million for Tribal Historic Preservation Offices ($9 million over FY21)
- $26 million for Save America's Treasures grants ($1 million over FY21)
- $10 million for competitive grants for HBCUs (equal to FY21)
- $10 million for Paul Bruhn Revitalization grants ($2.5 million over FY21)
- $21.75 million for African American Civil Rights grants ($5 million over FY21)
- $3.875 million for History of Equal Right grants ($500,000 over FY21)
- $1 million for Underrepresented Communities grants (equal to FY21)
- $10 million for Semiquincentennial Preservation grants (equal to FY21)
- $15.772 million in Congressionally Directed HPF projects (*NEW*)
The $15.772 million for congressional directed historic preservation projects, also included a list of preservation projects across the country with grants ranging from $100,000 to $500,000 per project. Additionally, the bill includes $8.255 million for the Advisory Council on Historic Preservation (an 11.1% increase over FY21) and $27.144 for the Heritage Partnership Program, which supports National Heritage Areas. A hearing on the Senate Interior Appropriations Markup has not been scheduled yet.
Preservation Action appreciates the committee's continued strong support for historic preservation, and especially the strong support reflected in this bill. We urge lawmakers to support these much-needed increases for the Historic Preservation Fund as part of the final appropriations bill. Congress passed a continuing resolution at the end of September, that maintains funding levels through Dec. 3rd. Stay tuned for more as the appropriations process continues.
