The Mills Act Program Revealed

The Mills Act is one of the most important financial incentives for the rehabilitation of historic buildings in California. Created by state law, it provides a financial incentive to property owners and municipalities, to address the short-term economic challenges of rehabilitating historic buildings and revitalizing urban cores in cities both large and small.
This Workshop will feature:
- An overview of the Mills Act state legislation;
- Examples of Mills Act programs;
- Requirements for implementation; and
- A discussion of the process to design, obtain approval, implement, and modify a Mills Act program tailored to the specific needs of a community.
Case studies and panel discussions will be used throughout the presentations. Participants will learn what the Mills Act encompasses: how to analyze economic impact, design a program to meet specific objectives, obtain required approvals, and maintain a Mills Act program.
Speakers include experienced city and county staff responsible for historic preservation, economic development, and tax assessments from Southern California communities with established and successful Mills Act programs – Riverside, San Clemente, San Diego and more! |
