GENERAL STATEMENT OF DUTIES: Within the Rhode Island Historical Preservation and Heritage Commission (RIHPHC), to provide management and coordination for all aspects of agency grant and financial assistance programs which include, State Preservation Grants, the Historic Preservation Loan Fund, and Certified Local Government Grants, as well as other grants received/obtained through federal Historic Preservation Fund passthrough grants; to assist in the development and implementation of policies and procedures; to be responsible for the overall planning, development, implementation, and administration of historic preservation financial assistance programs in accordance with the Rhode Island Historic Preservation Act and other state and federal laws; and to do related work as required.

SUPERVISION RECEIVED: Works under the general supervision of a superior with some latitude in the exercise of initiative and independent judgement; work assignments are received in summary form as to objectives and the utilization of appropriate methods and processes; work is reviewed upon completion for results obtained, professional and technical adequacy, and adherence to desired objectives and goals.

SUPERVISION EXERCISED: Assists with planning, coordinating, conducting reviews and evaluating the work of professional, technical and clerical personnel.

Illustrative Examples of Work Performed
Within the Rhode Island Historical Preservation and Heritage Commission (RIHPHC), to provide management and coordination for all aspects of agency grant and financial assistance programs which include, State Preservation Grants, the Historic Preservation Loan Fund, and Certified Local Government Grants, as well as other grants received/obtained through federal Historic Preservation Fund pass-through grants; to assist in the development and implementation of policies and procedures; to be responsible for the overall planning, development,
implementation, and administration of historic preservation financial assistance programs in accordance with the Rhode Island Historic Preservation Act and other state and federal laws; and to do related work as required.

To identify and implement requirements for grantee reporting and develop reporting materials that will allow the agency to track the impact of its funding over time.

To compile program data and determine how to highlight program impacts for state-level decision makers including the Commission, the legislature, budget office, and the general public.

To work with grant-seekers and applicants to determine their eligibility for specific programs and provide assistance and training, including one-to-one technical assistance for navigating agency procedures.

To organize and manage agency grant selection committees to identify successful grant applications.

To monitor all grant program finances and prepare and provide progress and completion reports as needed.

To generate grant contracts and review payment requests for funded projects.

To conduct pre-award risk assessments and post-award monitoring visits.

To review grantee reports and disbursements of funding for efficiency and compliance with state or federal policies, statutes, regulations, and professional standards.

To work closely with cooperating state and federal agencies, committees and interest groups in carrying out
various activities associated with historic preservation grant programs, projects and services.

To work closely with cooperating state and federal agencies, committees and interest groups to promote funding programs and recruit a diverse selection of eligible applicants for each grant cycle.

To reconcile financial records within the state accounting system.

To research, identify, and analyze grant opportunities.

To develop proposals and prepare grant proposal packages for submission.

To do related work as required.

Required Qualifications for Appointment
KNOWLEDGES, SKILLS AND CAPACITIES: A thorough knowledge of state and federal laws and regulations relating to historic preservation and federal preservation legislation administered by the National Park Service; a thorough knowledge of the Secretary of the Interior’s Standards for the Treatment of Historic Properties; a thorough knowledge of federal grants management requirements, systems, and best practices; the ability to establish and maintain effective working relationships with key stakeholders and partners at federal and state agencies; the ability to make independent decisions within a general decision-making framework; the ability to write effectively and to make oral presentations; a working knowledge of the methods and procedures required to carry out all programs of the RIHPHC and the ability to respond to public inquiries regarding all RIHPHC program areas; and related capacities and abilities.

EDUCATION AND EXPERIENCE:
Education: Graduation from a college of recognized standing with a Master’s degree in Public Administration, Business Administration, or Social Science, or other qualifications that meet the Secretary of the Interior’s Professional Qualification Standards detailed in 36 CFR 61, and 

Experience: Employment as a Historic Preservation Grants Manager.
Or, considerable employment in a responsible position in a federal, state, municipal, or public or private agency or non-profit organization involving the performance of professional work in the field of grants management.
Or, any combination of education and experience that shall be substantially equivalent to the above education and experience.
